What would a statement and bold T-shirt do to a shacket(shirt jacket)?
Can this T-shirt work with a soft color shacket? If so, what color of shacket and pants/jeans?

not sure what you mean by "soft colored shacket" but my gut is saying "probably not" - i think more than anything it's worth trying it in person
i think maybe beige or light wash denim or faded blue would work the best (and then whatever pair of neutral color pants- beige, navy, olive, stone)
but imo it would probably work better with a more vibrant outer layer - a darker blue, red, copper, etc
more saturated or darker base layer + lighter outer layer is harder to make work than the other way around

@zeometer (xxxvi) @kyn I think as a summer outfit, it could work like - soft beige or creamy cap, this T-shirt, soft beige or creamy pants/jeans
No outer layer
