Weird issue with Last Epoch not going past steam deck tdp limits on ROG Ally X

So I have an ROG Ally X and no matter what I set the TDP to it's as if the game will not go over the SD 15w limit. I'll always be hanging around a 25w total power draw even if I have the TDP set to 25w.

Any other game I played will match the TDP setting except this one and I'm at a loss
