By energy conservation, the velocity of m is sqrt(2gl) and hence the velocity of M is -sqrt(2gl). Since coeffecient of restitution is 1/3, 2sqrt(2gl)=1/3.(2v) or v=sqrt(2gl/9). From here the max. height attained is l/9 Because v_com=0 there is no external horizontal force on block, bob and string system. Also the tension pushes the block forward as the bob goes down.
