By energy conservation, the velocity of m is sqrt(2gl) and hence the velocity of M is -sqrt(2gl). Since coeffecient of restitution is 1/3, 2sqrt(2gl)=1/3.(2v) or v=sqrt(2gl/9). From here the max. height attained is l/9
Because v_com=0 there is no external horizontal force on block, bob and string system.
Also the tension pushes the block forward as the bob goes down.
Yes just momentum conservation, energy conservation and definition of coefficient of restitution
