What issue is cause cannot load my website

My cloudflare dns is pointing to my hostinger server ip address but it keep showing ERR_CONNECTION_TIMEOUT when it load to the website. But some devices are able to load the website while some unable, may i know whats the issue causing this error ya. How should i fix this issue

have you spoken with hostinger/added your domain to your hostinger dash? I'm unsure how they do it but I know a lot of the PaaS providers have their own ways
