Cyberpunk update stuck in 100%, processing files - solved restarting the client

Basically what the title says. It isn't the first time that this happen, once the download reaches 100%, it's stuck there no matter how many hours you leave it open but gets fixed restarting the client (the update finish correctly in like 5 seconds). I'm trying to understand why this happens, why it gets fixed restarting heroic and if it's "safe" for game integrity.
