consistent stutters in webview and desktop

I had bazzite as a virtual machine on proxmox and it worked fine, i had to format my pc for unrelated reason and when i tried to do the same installation process i get this weird stuttering, it's not the acceleration setting in steam cuz i already have it enabled and the problem is not only in webview. Does anyone know what's the reason?
