9060xt not utilizing full power(tdp)

As a long time fan of bazzite since it's very early days on my ally, as soon as I built a desktop PC I turned it into a BazziteBox. Overall a very good experience as expected but I have an issue with many games not utilizing the full power of my 9060xt GPU, with it staying mostly at 100w or below. Not CPU limited, no vsync or frame limits, tried all GPU power profiles and no change, also tried serveral proton packages including proton ge latest. I'm suspecting this is a growing pain of a relatively new GPU on Linux, but if Any of you have any suggestions or solutions to my issue I'd be more than glad to try them out.

Is the game itself experiencing performance issues?

If it's running at a lower TDP with adequate performance that's a win for your powerbill?

Are you been bottlenecked by cpu? What does it report while the gpu is "underutilised"?

Consider looking into the tool LACT (grab it from bazaar) if you want to fiddle with your gpu config

Yes sorry for omitting some of that info, yes the game is underperforming in all cases failing to hit the 60fps goal and often going below 30 even, and no I'm definitely not CPU limited. I've already tried LACT but it made no difference

I've gotten this result in ff xvi, ff rebirth and spiderman 2. Tested the most in ff xvi and what I've noticed is sometimes the power scales correctly and I get the full 60fps experience and then all of a sudden it's like I'm once again stuck on a more or less 100w tdp, even 80w sometimes and performance tanks

Temps are perfect as well, low 60s for GPU and 50s for CPU, so definitely not a temps issue

Also In robocop the GPU scales perfectly all the way up to 182w when needed and I get a super smooth experience way above 60s when completely maxed out. That's what makes me think this is a GPU driver issue more than anything otherwise the issue would presist everywhere

I'm not at home but gskill 3600 ram, r5 5500cpu, a520m kv2 mobo, 650w deepcool psu and 9060xt 8gb

Those are the ones that should matter and none seem to make for a limitation, CPU is also chilling at like 30w when the fps drops and I'm not running out of ram either. Lowering the settings also either makes no difference or just results in the GPU lowering it's wattage even more and still performing about the same

I get exactly the same framerare with the lowest texture details

This is all about the power limit being set artificially as I had suspected and not the vram or any other inherent hw limitations
