Websites think I'm suspicious for no reason to the point im getting banned temporarily.

Hi, before I explain im going to preface this by saying i know very little about technology.. Im just trying to figure out whats going on. It could possibly have to do with my college wifi, but then why isn't anyone else on it having this issue? I wanted to see if they had black cherry monster on the website. Mid browsing, this pops up?? This wouldn't be a big issue to me, but its happening on chrome too. I can still access it, but I have to complete a CAPTCHA every single time. I ran a check for malware and its coming back saying their are no threats. I feel like something bigger is going on but what do I know.. If it helps this is happening on my Samsung phone.

Rate limiting like that is usually based on your IP Address (the wifi/internet you are connected to), it's possible that someone else (or a hacked device) on your college wifi is using/spamming the website and thus causing you to be rate limited as well. Rate Limiting can also be based on other things, but an easy thing to try is another network/celluar. Cloudflare just gives them the tools to configure like Peps said, it's entirely up to the website owner how to use them (even if its blocking innocent/wrong people)
