Major Stuttering in bios/ on startup
I should add that my motherboard was an open box when i bought it so that could very well be the cause of my stuttering/ stability problem cause Ive had performance issues since switching to this board from my old B450 tomahawk as far as i can remember but i'm not 100% its the board, I DO also get micro stutters here and there on my desktop but not too often (i dont usually pay enough attention to tell). HOWEVER, i dont necessarily get performance issues in games that Ive noticed.
My cpu is the 5900x, I did notice however when i disabled SMT mode in the bios my PC didnt do the usual 3-4 second stutter upon booting into windows but it did however cut my logical cores in half from 24 to 12.
16gb ram set to 3200MHz (Setting this to a lower value does not change the stuttering i get)
GPU is a 3080.
For my pc to stutter and lag like this in the bios.. SOMETHING has to be awry and since it is in the bios, it makes me think the board is the issue.

updated bios at all yet? or at least check what version you are on

considering you have am4 platform and the mirad of usb port issues and stuttering problems when fTPM is enabled. that might be it
I thought about slowly upgrading my platform to AM5.
very very bad timing with the memory shortages right now. unless you have extra cash willing to spend.

this for the motherboard and either a 9800x3d or the 9900x3d

Those were pretty much all taken care of through BIOS and driver updates
If you didn't already do so, update your BIOS to the latest version
In the BIOS you can also use the arrow keys to move around so you aren't using the mouse
If you're getting the issues in Windows, update your AMD chipset drivers by downloading and installing them from here: https://www.amd.com/en/support/download/drivers.html
Choose Chipsets -> AM4 -> your board's chipset
board is probably fine. like i said unless you are willing to drop $300 on ram at the moment.
so about that bios. what version are you on?
I was on 4802 i believe and now im on the latest which is 5 something
As for gaming, you should look at tools like HWInfo's or HW Monitor's sensors, or even Task Manager's performance tab to see whether your CPU, GPU, RAM, or disk are maxing out while gaming. If it's CPU or GPU then consider lowering some settings in games to reduce the load on that specific hardware
If you're maxing out RAM then you'd need more but 16GB should be plenty for games
As for disk, you shouldn't be using HDD's if you can help it, but just like RAM, the prices for SSD's are climbing drastically
and is mouse stutter in the bios still there or better?
Its definitely still there, i did change usb ports and doesnt seem as bad

check i think in G hub if you have any updates to the mouse. Then also do what hunter suggested with the amd chipset drivers
I dont use ghub, i use the onboard memory control software cause ghub is trash and ive already updated chipset drivers
Like i said, i personally believe it to be linked to the motherboard since it was an open box purchase

Well unfortunately the only way to update logitech G drivers is to install ghub. You can make it only run when you launch it manually just to check for driver / firmware updates
or you have a spare laptop etc just to the update there.
but if you are convinced its the motherboard we arent stopping you from upgrading
im using an open box z690 for my pc and i had no issues at all.
Ill just redownload to software to update it, its no biggie.
