Ran Out Of VRAM?

So I’m playing Ratchet & Clank:Rift Apart. And I was trying out some settings to see what I could run at a good frame rate. It defaulted to medium, so I went up to very high knowing my gpu could handle it. It was around 130 FPS in the menus down from 165 on medium. Well I said “well let’s see what we would get with Ray tracing” so I went and turned it on. And now I keep getting this vram message saying “the game has crashed due to using more video memory than your system can currently support”.

I’ve restarted the PC, turned down the settings in properties in Steam to 1080p and 720p (same error), I can’t even get into the game to turn down the settings. Same thing happens when I switch to desktop mode as well. I have 24 GB of VRAM so I’m confused on how it could possibly use all of it.
