I'm experiencing 10 to 60 seconds of unresponsiveness semi-randomly, but correlated.

I can't figure out exact reproduction steps, but this problem seems to correlate with accessing the filesystem. It's a lot more prevalent on a fresh reboot and seems to mostly happen the first time the file system is accessed by an application, but I'm really not sure if this has anything to do with file system access.

The best way I can describe it is that my computer doesn't actually freeze, but applications such as Brave, Dolphin, and even terminal emulators just sit there and effectively freeze for anywhere between 10 and 60 seconds. This is on a per-application basis; I can often browse in Brave while waiting on Dolphin to un-freeze, for example. It often happens when an application is initially opened, presumably because if my wild guess is correct about file system access, many apps immediately read configuration and assets from disk upon first opening. Often, but not every time, it happens as soon as I log in to the Plasma desktop environment.

As a counter-example, if I turn off Secure Boot and run CachyOS (Arch-based traditional distro without SELinux, not bootc or OSTree), I don't experience this freezing situation. It's possible that Secure Boot or SELinux have something to do with it, but I really don't know.

I'm really not sure where to even begin with troubleshooting this and seek advice. Where can begin?
