Ground doesn't render underwater

1.21.1, 2.4.0b neoforge, modlist on screenshot

Render distance 12, DH is 96, Extreme preset, aggressive cpu load. Cloud rendering disabled

Strangely, with shaders (I had disabled iris previously to attempt to fix the issue) everything looks fine, but when I disable them the issue reappears.

I tried to create a fresh world and the issue is still there just as it is, ground underwater doesn't render beyond vanilla render distance, and caves do.
