URGENT: Project stuck in "RESTARTING" state for 12+ hours (Production Down)

The Issue: We hit a viral traffic spike yesterday (600+ users) and likely maxed out the connection limits on the Free Tier. I initiated a "Restart Project" from the dashboard to clear the connections and restore service.
The project has now been stuck in the "Restarting" state for over 24 hours. The dashboard is inaccessible, and the API remains down.
Impact: Production is currently down for all 600+ users.
I have already submitted a support ticket (about 20 hours ago) but haven't heard back yet. Could someone please help me
