Low TPS & High CPU usage even after chunk generation

MC 1.21.xHey guys, after doing chunk pregen with generation mode set to internal server. While exploring my cpu still spikes and my server starts to slow down. This could just be a hardware limitation, but if theres anything I can try to help with this I'd love to know.
The modpack should not really effect performance as it is simply QOL changes and nearly every server-side mod are performance enhancing mods.
The hardware is an Intel N100 with 32GB ddr4 , 6GB, and 3 of the 4 cores allocated to Minecraft.
I realise the hardware isnt very powerful, I use this as a server for other services (however, nothing that could seriously impact Minecraft's performance).
If this is a simple hardware issue that is fine. If so, would using a free or cheap VPS be a better option? Or perhaps finding a cheap optiplex online.
