TV mirrors 60Hz monitor at 30Hz

Hey there! Basically, for my dad's gaming, he uses his primary monitor for office/desktop games, but then uses his TV to play controller games. However, we noticed screentearing on the TV exactly halfway on the screen. Checking the settings, the TV seems stuck at 30hz? When we try clicking 60hz and save, then reopen the settings, it resets back to 30Hz. Any help?
