EYes, that value does not go to 2 years. But does it matter? I highly doubt most browsers are going to keep a cache item around for that long without doing their own eviction anyway.
EIf you want a custom cache control header you can use a Transform Rule to set it

OI would keep the browser TTL short, unless you only target it for files that are never going to change, like hashed file names.
