Yeah that makes sense. Any work around you can think of?
I could try lowering the amount in icloud. Just a little hesitant to do that since these are my wife's photos. End goal is to get out of iCloud, but just not fully ready yet.

Yeah they are in icloud.
I tried with the "sync photos in icloud" setting both on and off with the same result.
