Almost all the cases I've had are getting a group vote of "violation" for non-malicious behaviour.

Honestly, it was nice that people could organize legit tournaments. This restricts that from happening (a bit) so it's kind of sad overall.

It's been changed to muggle-money purchases only now (or something was changed) to stop people from using it as an "illegal" gem farm

I didn't do it, but I believe the total amount of gem prizes for a tournament was higher than the amount of gems you had to pay to set one up. So, people (I guess) organized to buy custom duel rooms, and have the prizes work out so they all got back more than they paid.
