Actor stops collecting data during job but still runs as "successful"
I do not think they will reimburse you but you can try via their support chat on the platform. The response time is in days though.
There is always some free trial period where you can test the actor before you decide to rent it. Of course the webpage can change for example increase the bot protection after you rent the actor and that is unfortunately just bad luck. You have just rented the tool that does not work anymore.
If you want to mitigate this risk you can use only pay per result actors where you pay only for the results you actually get.

Apify is just platform where the actor is running. The behaviour of the actor is fully in the hands of the developer of the actor.

Yeah, I understand the devs standpoint. But from the user's standpoint and from the Apify's standpoint I think it is better this way.
Because this way Apify will not need to deal with the complains from the "scammed" users that paid for the actor and the actor did not deliver. Now the user exactly knows what the actor does and he can make informed decision to rent it or not.
If you are using third-party API then I think you should consider pay per result/event model to be sure that you profit.
