i suffer from fps drops in every game except valo, to fix it i have to restart mid game and it doesn't occur again, it isn't performance issue as after restarting i get up to 250fps, how can i fix it? It started since i updated to windows 11

brother i know its kinda common but ive quite literally done everything and my game still is stuck updating at 0.1kb/second, only way ive fixed it is by redownloading, it downloads game at normal speed but once another patch hits back to 0.1kb/s. Please someone give me a working solution so i dont have to reinstall 50gb every couple of day

Is there any riot devs in eastern north american servers because ive been playing for 3yrs now and ive never ran into one. And when i "do" run into one its some guy pretending to be a riot dev im a overall nice person just sucks i see people faking being riot devs with buddies but ive never seen an actually dev before. So I just upgraded to a 7900xtx and I can run cyberpunk ect fine at 100 fps max settings. I log onto valorant and immediately my pc freezes for a few seconds incrementally. Eventually I closed it out via task manager and the issue persisted despite all riot related apps being closed. I rebooted my pc and it went back to normal. I looked on google, reddit and German gute frage but all said u only need the placement matches so i say only 5 right? My friend says u need 9 and never got a gunbudy at all.
