looking to build my first pc, want at least 300 fps in game on low budget below 1.5k, want amd>intel

recently, ive been wanting to build my first pc as the laptop im using right now can barely run 130 fps on low settings, and does not reach my external monitor's frame rate, so is there any suggestions on specs i should get, or i just need like cpu, gpu, motherboard reccomendations. want my budget below 1,5k, and if im not mistaken, im pretty sure valorant is a cpu based game, so i dont really need that strong of a gpu, or i can wait for the 40 series gpu to drop drastically as they just release...

So i logged in last night on my friend's acc and i noticed that her account's social radio command is not working and the rest of the command is working. I checked my acc if it has the same problem but my acc is in perfect condition. I tried restarting my pc and everything and turned on every sound but nothing changed

Valorant Packet loss

HELLO GUYS, SINCE 4-5 DAYS IM FACING FREQUENT 10-20% PACKET LOSS WHILE PLAYING VALORANT GAME MUMBAI SERVER PING IS FINE BUT FACING PACKET LOSS ISSUE. TRIED PINING GOOGLE DNS AND VALORANT SERVER NOT OBSERVED ANY PACKET LOSS PARALLELY WHILE PLAYING GAME, BUT OBSERVED PACKET LOSS IN GAME. PLEASE FIND THE ATTACHED VIDEO FOR YOUR REFERENCE. Valorant removes sound from my computer

I enter Valorant to play, it makes some noises and the sound stops working, then there is a strange noise all the time, I have already formatted the computer, uninstalled and installed the game, and nothing worked.

Question for the Devs

The only way to get a Riot Gun Buddy is by meeting a Dev in the game and demonstrating good sportsmanship. Even then, they will only give one out if they feel like it. This is totally understood. I want to preface this question is just for curiosity. Riot Devs, if you were to give someone a Riot Buddy based on how much they spent in game (using that Riot Support Tool for viewing purchase history) what number would you look at and decide its enough for one? Disclaimer: Whether a dev answers or not, this is not a reason for anyone to go out an spend money expecting to get a Riot Buddy. You should spend money on things you enjoy because you enjoy doing so....

Valorant Keep rebooting My PC/Bluescreening

I have played valorant for a very long time now this had never been a problem one day it was working just fine the next It will play for 4 minutes and js reboots my pc. it’s not that my pc is Old because i can run any game without problem at 100fps+ and very demanding games my pc does not crash or anything.

high ping - TELEKABEL ASN 41557 via 34772

my ping was fine at around 45 but after some updates 1 year ago my ping jumped to 60 on frankfurt and around 40 on istanbul this is compeltely unplayable for me and i dont want to play on istanbul servers. I tried cloudflare warp and it actually worked the first few days, lowered my ping to 30 on istanbul and 35 on frankfurt. however after few days of playing with it it has stopped working and now my ping is back to 60. I have tried every possible solution there is on the internet, please someone help....
