Make sure that the game has been granted the "Microphone" Permission in the App Settings of your device.
Check your device Sound Mode and Volume Settings to ensure that you have High Volume for All sounds and that you DON’T have Silent Mode On.
Restart the Game.
In the Game Menu, go to Settings >> Graphics & Audio >> Audio and make sure the Audio and Voice Options are all turned On and with the Volume on High.
When In-Game, at the left side of the Mini-Map, ensure that you have the Voice and Audio Channels correctly selected.
All
- Allows you to hear and speak to everyone that is also using the All Channel.
  Team – Allows you to hear and speak to your Teammates.
Try to perform a routine repair of the game from login menu and restart your device.
