How can i make this transition/effect in premier pro?

You mean the you want to add color grading, or you actually want to do the sweep/reveal effect?

It's name is sweep effect?
I'm sure there is probably a more nerdy name for it. But it's a reveal effect. The thing is it looks like they're using a color grading shape layer that sweeps across the video. Are you trying to do the exact same thing?
