Restart your game and just stay in lobby for few mins without doing anything.Don't open inventory or anything just stay on the home. The resource management button will appear after 2-3 mins. I had the same issue

It doesn’t change anything for the same amount you have enough for the RP through the regular shop, there is +180 UC but it could be less / more according to your luck
505 UC is not enough to get the 100 RP pass
But the 50 one
