Looks like secret:bulksecret:bulk support was added in wrangler@2.1.1wrangler@2.1.1, so you just have to upgrade it.

That's just in the Emea region (Europe, Middle East, and Africa). If you're not in that region, unrelated. Also since they said the fix is in place now, the issue may be unrelated to the one you are having.
