They have been bringing it every 3rd RP for a while. And now it hasn't come again for past 2 RP,so you can expect it to be available in next RP reedem. This is just my guess and a possibility based on the previous availablity of the item.

Not every user, but only those who spent 2.400, 9.000, 18.000 etc. If you spend 36k you will get this bonus of 1.5k event tokens

For getting this you need to spend on collaboration car skin if you spend 2400 you get 100 and so on
