I am going to guess that you're using a different node/npm version locally compared to what is running in the Pages build image.

That looks like you don't have a package.json file, and are trying to run

npm run build

I doubt anyone here can you help you with that; looks like you're trying to install something from a private repository or a private package from npm and you don't have permissions. Nothing to do with Cloudflare I guess

It seems there are no settings like that, but I don't want to build the commit that the CI failed.

There is not, you have to use GitHub actions or the API to deploy as Pages CI is triggered at the same time as GitHub actions
