.desktop PrefersNonDefaultGPU=true was set 2 years ago.I tried to play today and got 10FPS, figured it's a similar issue.
Launched game with
gamemoderun flatpak run info.beyondallreason.barTo force it to use my dGPU.

I found my solution for BAR today by another user in their discord tonight.
That user, uses Fedora 39.
So that narrows it down to not being a Bazzite issue.
Perhaps a Fedora/Kernel regression and not a Steam issue?!
Well obviously since it's not Steam related... maybe it's Flatpak related? It does have GPU acceleration access in flatseal out of the box. I double checked.

B'Cause I have this Acer Nitro 5 Laptop that I don't know what to do with.
Tbazzite should be fine with it
BThinking of either selling it or repurposing it for Bazzite.
