Only Alpha DBs support the built in backups (Experimental/Betas support time travelling for data restoring/backups, not full backups)

You don't need to create any, there's no frequency, you can just restore back to a specific point in time, limit by:

You can restore a database back to a point in time up to 30 days in the past (Workers Paid plan) or 7 days (Workers Free plan). Refer to Limits for details on Time Travel’s limits.

That is the limit in beta, but it will go up. The base included in workers paid is 5gb, then charged every gig after. Up in this thread d1-database Matt mentioned about a (currently TBA, but planned for an eventual) >100GB limit

file is required for local development of a D1 database? I'm trying to run some migrations, but it's not working unless I create the file. I don't quite get why it's needed when the only thing required for local development is the binding.
