Run strapi locally

Hello, can you help me explaining how can I run development mode locally? I already got a Project running online and I want to run it locally and add the content types. Thx in advance! If I clone the repository and run it with npm run develop appears this error: ECONNREFUSED 127.0.0.1:5432 at TCPConnectWrap.afterConnect
