Stuff in your home and /etc/etc are saved as far as i read-up.
But take note of what Kyle said...seems its not recomended. Mostly due to configs in your homedir that depend on the DE

in my experience:
rebasing from GNOME to KDE is usually fine, some GNOME files are leftover in Home but other than that it seemed fine. rebasing from KDE to GNOME may have issues, but they might be fixable without a reinstall

Rebasing or reinstalling should almost never fix bugs, since we all have the same base image

LOL. 545 works in wayland on optimus. But it's required to enter x11 once/~~keep x11 as background process (sddm-x11 for example)~~. No idea what of the these 2. But I'm seeing right now wine 7 and 8 gpu utilization.
