Qok this is really weird, I disabled the env vars for HDR support in steam, but as soon as the TV switches to something else and back, the TV now thinks it's getting an HDR image and has completely broken colors
Qhaving HDR enabled would probably also solve this but proton not working with it prevents me doing that, so I have to have it disabled

Aone more followup, the guy who was building the kernels for the git bisect did one more kernel build with kernel 6.8 RC3, this was a modified patch he applied. I tested the kernel, it didn't have the 30fps bug on nobara
