You technically can already with the API (though not recommended to use). Recommended is to create a worker proxy.

Afaik there's not any plans for "outside of workers" beyond what you can do today.

I would just note that D1 really isn’t meant to be accessed that way, and thus I doubt it will every be very performant

It isn't (yet) - it was easier to take an existing approach we used often than to start something new, since the aim is to make the Workers platform better, not to make a standalone db
