Fthey don't want to build the actual driver binaries, but rather, pack the binaries into a package to install them on the system.

Fright, I understand. there's two conflated terms here, packaging and building. you want to build a package (alternatively known as packing a package). Regularest was making a small joke about building the driver itself (as in, compile the code into a functional binary), because nvidia's driver code isn't open source, you can't do that.
