So I’m running a google site and using cloudflare as the dns/domain registrar, however all email addresses listed on the site just come up as email protected.

No, that doesn't disable the record it just makes the dns record unproxied which is not what you want

What you can do is have a low TTL so if you need to change it, you can do so fast

Yes, the upgrades are included as HTTP requests. You likely are getting non-browser traffic on http which is being redirected. HSTS preload should cut down on the amount of browsers which request http, explaining why almost all traffic goes straight to TLS
