closest would be a custom image because everything is stored in the user profile
alternative is setting it up the way you want to deliver it
set a generic password for the user which you then give them
dont sign into steam (but at least launch it once)

i'd set it up like a steam deck. set username as deckdeck, set a default password, run updates, maybe install decky + plugins, then reboot
