Win11 does Fast Boot by default, which means things like the wifi adapter aren't actually enabled until Windows loads fully. I was having similar "wifi not working in Linux" until I disabled Fast Boot.

ah. I turned off fast boot on manual tdp mode only. but when I did download games that time was silent mode.
