Assuming this is LetsEncrypt (or something similar), yes. In reality, it should be done every 60 days (which LE does), and it should be handled by automated systems (ex. cron jobs).

Depends on your setup and what you're using for this? Not really much info to go off of here. Assuming you did it manually, that tells me you aren't using something built into Cloudflare (otherwise it would've done it all for you).

I have customers that want to have their domain point to mine using a CNAME record, and I'm using custom hostname of Cloudflare for SaaS, which requires the customer to do a TXT validation by putting a TXT record with the challenge name and value. Maybe it's not the right way to go about achieving what I want, I'm pretty new to this.

Ahhh. That's because workers don't use the PHP engine. You'd need to rewrite them or hire someone who can do that, depending on the complexity.

Yeah it's for the custom hostname validation, Cloudflare doesn't allow random domains to just CNAME to your domain unless validated by doing a TXT record challenge. It does say the expiration date (seems to be 3 months after validated) and I'm just wondering what happens when that expires, because having to do it again with all the customers feels quite annoying.

Ah, yeah that sounds about right. There may be a way you can automate domain validation for this. I'm not on my computer so I can't really look it up, but someone else may soon now that the US is waking up.

Most web servers have them. You can search up web hosts and find one, some free and many paid. Alternatively you can host your own and use cloudflared to expose it to the public. Just depends on the script(s) and whether or not you'd want them self hosted or hosted on workers. It's still doable, just depends on what it is.

Don't know, never used it. The level of complexity of the script(s) will control how well it works out. If it's a single file, it's got a decent chance. If it's an entire application like WordPress, I wouldn't count on it. That's just me, though.

Let's Encrypt "validations" expire after 30 days, and given the 90 days expiration of certificates, they are typically being renewed, when there is 30 days (or less) left on the previous certificate, meaning around every 60 days.
The TXT would therefore need to be changed at least once every 60 days for that reason.

You SHOULD be able to set it up with the DCV Delegation to avoid having to change it all the time, for you customer's setup with your SaaS configuration.

However, the DCV Delegation could be a Catch-22, and come with similar consequences:

If your customer is creating a CNAME (or other records) on the _acme-challenge_acme-challenge label for e.g. Let's Encrypt validations, then their set up with any other provider trying to issue certificates (and depending on the same DNS record label for that) may cause them to break the set up with you, when they are trying to fix the issuance problem they're ending up with on their other provider, and vice versa.

Some providers are requesting the _acme-challenge_acme-challenge to be pointed via CNAME to them, others are requesting it to be done through NS records, but using the DNS records that way always come with that Catch-22 / caveat - fixing it for the one provider, but braking it for the other.

Where would I find some reference architecture / documentation describing how to set up Cloudflare for multiple teams deploying independent services?

Context:
I have multiple teams who own their own services / applications (including workers, D1, whatever else they might need for their service) and I want to manage the landscape.

Ideally, I want to control access to avoid foot-guns (developers using services that we don't use), have centralised billing (which only finance users can manage, not individual developers), have some sort of process for granting production access to things like D1 (e.g. break glass scenario), and to avoid duplicate work (like WAF setup) wherever possible.
