it's installed and selectable, just not as a global theme

ya they changed it when OLED deck was released and retitled the backgrounds to Galileo and Jupiter, but they still have a symlink that references steamos.png which is gone now

There's a setting to turn off the unified frame control

You'll want to do that, set the refresh rate to the max, enable VRR
