Hyep you just put something like pop os on a usb drive, boot it and open gparted (i know pop os has gparted pre installed) and do the resize

Hresize windows first, if it fails then fast startup was most likely enabled and you will have to go to windows power settings to turn it off

HI would use gparted live tbh. It’s much simpler, faster and it can be written to RAM if needed
