VThe answer to why is because their enterprise are often used on Linux for server. They don't want "enterprise" features to be unlocked on consumer cards which are locked at a driver-level.
Tthose who are reverse engineered drivers are being contracted out by several different companies
Tincluding valve and i think red hat
Tcollabora too who especially want this done
