KIt's pretty common here. Most garages do it cheap. Winters where I live get to -50, you can't use spring/summer/autumn tires in that crap.
Pno they just take it to a regular tyre service place and murder all the witnesses

Kidk how it works where you live, but where I am just having a license gets your merits yearly. We have a merit/demerit system, so you get one merit a year for each clean driving year. Goes up to 20. Rates go down as merits go up.
