Because most people are on cell, most multiplayer gamers are also in cell and play phone games. People who do play pc multiplayer games usually have home wifi/home fibre connections

Game parlours are a thing. Netcafe's are pretty much dead in india. Game parlours sort of bridge the accessibility gap somewhat
