Well the first idea would be to go for something like Secure Static ModeSecure Static Mode or Static ModeStatic Mode implementation: https://www.w3.org/TR/SVG2/conform.html#referencing-modes. I.e. no animations or scripts and so on.
For the CSS; there are pretty good libraries around. I'd like to integrate this SVG-PareserSVG-Pareser into AngleSharpAngleSharp, since they already provide a pretty good representation of the DOM but are currently missing SVG.
The reason I want this in the first place is that the only proper SVG implementation for C# is this: https://github.com/svg-net/SVG which unfortunately relies incredibly heavily on System.DrawingSystem.Drawing for everything. I want something independent of that to add it to Silky one day and also because it would be useful in general.

Probably just put it wherever GetDeterminantGetDeterminant is. Also, because I'm this nitpicky at the moment - MatrixNXN<T>MatrixNXN<T> was correct by me - you can't get the inverse of a non-square matrix.
