Part fan runs 100%
Just got it wired up (VC4 400h), and it runs 100% no matter the settings in the configuration. Log attached.
Wiring is according to the guide, white wire from toolboard PA0 to the white wire on the fan. Power is fine, it's running the correct direction and sounds like a vacuum cleaner.
I've also checked for continuity from the toolboard PA0 to the fan side of the connector via back probing while everything is connected, and it is connected. Not sure what to check next.

Solution
With the wire from the toolboard jumped to the blue fan wire, it works as expected. So the instructions didn't cover the particular fan I have. This one:
