One of the limitations of AMD's open-source Linux graphics driver has been the inability to implement HDMI 2.1+ functionality on the basis of legal requirements by the HDMI Forum
yes a displayport to hdmi dongle (you plug the displayport end into the gpu) idk if it will get you around the limitation or not. but intel gpus use a similar method to get around the restriction, but it is built into the card
