I would argue Bazzite fits both use cases. There is specifically a bazzite-deckbazzite-deck image which is meant for handhelds. The regular bazzitebazzite or bazzite-gnomebazzite-gnome just runs bazzite without the game mode session.

/etc/etc is writable and overrides rules from /usr/usr

yes, however you might have to make a dracut conf file to include the file into initramfs and you will have to enable initramfs regeneration which will slow down updates by a lot

literally identical to how you would do it on other systems but if they ask you to edit a file in /usr/usr just copy the file to /etc/etc instead and edit it there

for example a lot of guides will ask you to edit systemd files in /usr/lib/systemd/system/usr/lib/systemd/system but you can copy the file to /etc/systemd/system/etc/systemd/system instead and edit it and it will override the one in /usr/usr

systemds documentation even tells you to use /etc/etc

you can also use systemctl edit servicefile.servicesystemctl edit servicefile.service and it will do the job for you
