Is it even possible to specify the region for the db? I assumed if you had regulated data sovereignty concerns D1 was simply not an option? The closest control I'm aware of on this is providing a "location hint" but the docs say
Warning: Providing a location hint does not guarantee that D1 runs in your preferred location. Instead, it will run in the nearest possible location (by latency) to your preference. (source)
