Yes, making good software with well paid teams costs a lot of money we might reduce the price at some point in the future, but we're not at a point where we can do that right now. As usualy, I recommend getting a subscription, and occasionally enabling/disabling it when you have the need for it. It'll be much cheaper that way, unless of course you need Dash around the clock, at which point the perpetual is well worth it.

Welcome here! Yes and no, Dash can replace pretty much of the functionality of PCG yes, but not all, as you drive pcg through detailed node systems, if you get really good at them, you can surely create more complex stuff with PCG.
But Dash's main advantage is its ease of use, and we cover scattering really really well, which is what most people use PCG for And then ofc, Dash can do a lot of stuff PCG can't, in general we try to make all parts of world building easier
