That is how it works.
- Sliders on the Settings tab define the max applied value any given effect can achieve when an effect is started with a gain of "%100".
- The effect settings on the Effects tab are local, meaning that if a game comes along and starts a spring effect, it will override the spring effect you have configured in the effects tab unless you have the "sticky" checkbox enabled.
